Do Battle Command affect minions' skills?
When they have skills, like:
Raise Skeletal Mage
Fire Golem
Revive / Bind Demon (when the base monster have skills - or Aura Enchanted Bind Demon)
Valkyrie
Shadow Master
Shadow Warrior
Summon Goatman
Summon Tainted
(we can see in Merc's window - "O" Key - that it affects Merc)

I guess they are affected, too, since they count as "party members".
Battle Command is a +1 to all skills.

For the Bind Demon Aura Enchanted it seems to work 
I made test with my Bind Demon ( Fanaticism L12 - as it is was L96)
I have base ar 354
Without Battle Command, when its aura affects me I gain 337 ar (1539 to 1876), which is +95% from my base ar (like Fanaticism L12 OK)
With Battle Command, when its aura affects me I gain 354 ar (1593 to 1947) which is +100% from my base ar (like Fanaticism L13

Conviction from Bind Demon (up to L13 with mlvl 96+ and Battle Command) can be better than from Infinity (L12 - and unaffected by Battle Command)

Yes, it does, and for maximum DPS you should use Battle Command twice: first time before summoning minions for increased summon skill level (and masteries, if any), and second time after summoning, so the minions' skills are also buffed.

Easy to check with Oak Sage. You get most life from it when first BC, then summon, then BC again.
