(One of) The ES testing build(s) I prepped for the PTR is sitting at 18.5k AR with full vit so you definitely don't need dex for it.
Just balancing your prior "full caster gear" with some more traditional phys attack gear gives you a fair amount.
Plus you really don't even need that much as locks still get bane and lethargy as 1 pt wonders to massively reduce target defense. And to add even more AR at the same time in the case of bane.
