Don't believe it is. Pretty sure it doesn't matter who draws the ire, anyone can pop the Herald from it. One of the many downsides of the design from a multi-player perspective.

Correct. Drawing ire and spawning a Herald are two separate things, and neither is player specific.
In practice, no one in a public shard game gets to claim a Herald because they *believe* they drew the ire. Whoever gets the Herald spawn in his/her zone counts as the "owner".

I like a lot the idea of adding motivation to clear entire acts or even the whole game with the worldstone shards, instead of the traditional farming method of clearing a single zone or even teleing to act boss and save quit
That said it's been implemented very poorly. And even after taking into account the downsides presented in this thread which are forced upon you because 1p sunder drops are abysmal, to add insult to injury the statues drop system seems to anti-synergize with heralds forcing you to drop your tiered up games and go back to tele to boss and save quit even harder than before.
