I've never seen anything like this in 25 years. You can see the trees, the two bridges and archway of Kurast Docks entrance mixed into Rocky Waste.
At my partner's screen everything was normal.

My suspicions are telling me that the video has been intentionally manipulated, using AI technology.
There were a couple other posts like this recently IIRC. Someone else had act 3 stuff in act 2 and also some red trees maybe in act 3?

It could be, and I'm not saying it's not a bug, but I've seen enough AI manipulation to disregard it as a possibility.
I don't even know how to manipulate a video with use of AI, because I never used AI up to this point.

At least 2 people here experienced similar visual bugs. There are 2 other threads with visual bugs as well.

Aye. Same thing can happen in act 4 to get you trees in hell.
