According to bnet and some asia forum,
this ED is confirm no use if you put this jewel into armor.
This will make this jewel only has min - max damage and - % physical resistance.
10 min damage
30 max damage
-5-10 physical resistance...
To make ED work, you need put it into weapon...which is impossible. Still this jewel is better than 40 ED , 15 ias. or very similar performance.
I didnt pay much attention to this until read it somewhere. Maybe all rotw player already know this...
there is test report , but it is in asia , if anyone interest, I can share it. You might need use translator..

Those new jewels are broken af. They are so buggy.... 
This jewel still very strong, like Phase Blade user, the ED actually not that important.
Anyway, this makes this jewel only roll

BEST IS -10 physical resistance X exp, 35 MF.
ED is dont care.

And according to market, -8 is cheaper...
