Not a bug, just new (post-RotW) overlap in class specifics.
Weapons in general could always roll +barb combat skills. That part isn't new.
What's new is that daggers can now receive warlock class skills, similar to pally skills on scepters, necro skills on wands, sorc skills on orbs and so on.
So all you have here is a combination of the good ol' barb skill prefix and the new warlock staff mods on the same piece.
