I've heard each WSS shard is worth an Ist and that makes sense to me, as you would get more than several Ists' worth of stuff as you clear a whole terrorized act. Yet I have never had my WSS traded for an Ist.
They do not terrorize the whole game. There are 5 different shards and each terrorizes an Act. Different shards hold different values, but they range in value from Ist to Ohm.

So far I've neither purchased a shard nor sold a shard. Yesterday I used a Western and by the end of the game had another Western and Deep.
