Are you sure, that you created correct trade post? Becase looks like it is not Latent sunder. I ti sregular one (before RoW DLC)
Switch all chars to Reign of the Warlock
Latent sunders were dropping as -90 in the early days of RotW and became a randomized roll -70-90 after renewal. After hotfix it's the opposite.
