As of the time posting this, Cleave has a internal attack speed similar to how Wearwolf Druids work.
Despite higher levels having indicated that the skill will attack faster, it requires the Cleaves animation to clear before actually being able to attack again. If you have no Increase Attack Speed modifiers this skill is jawbreakingly slow.
