1. If you want a pre buff, you'd use a magical one that comes with +3 summon and +3 IG (total of+6 IG).
2. You'd need to put this one before starting any game because the IG casting level is not preserved over games but it's "recast" whenever you make a new game, with the IG level at that time used for determining the strength of your IG.
