It's a "budget" version of a JMoD (jewelers Monarch of deflecting) with 4x 15 IAS/40ed (which would reach 60 IAS/160 Ed). So probably someone wanted to try a build before committing to the expensive high-end gear.
Those are usually used in PvP, e.g. by Javas.
Value: Hard to say. Ruby jewel of fervor with ~37ed are around 2~3 Jah a pop. The base Monarch was not even sup and only 140 def, so ~Pul.
It will be hard to sell, you won't get 10 Jah out of this. But who knows what someone might pay for it...
D2R is nothing but a highly complex paper doll dress up simulator.
I've got 100+ crafted amulets (from cheap to gg). Let me know what you are looking for.
Whenever I see something like this I wish we could destroy bases and get the jewels/runes back.
I'm also not sure which build would use something like this in PvM. Ias/ed jewels are mostly used on physical bowazons but they cannot use a shield. For a paladin you wouldn't use a Monarch and other common melee builds usually don't use shields or don't need so much ias.
