I assume you're referring to the inconsistent damage ranges.
That just means you got low rolls for ice and fire and a higher roll for lightning. Sort of like getting boots with low resistance to some elements and higher to others.

Perfectly normal; each roll is independent (not counting the restriction of no multiple affixes from the same group).
I assume u meant only elemental damagr modifiers show up? If so? ive gotten rare weapons with only elemental dmg + psn dmg as well, no other modifiers.
Trashed them because they were all useless but it was cool those type of damage rolls though
