For the suffixes I understand that would be:
24 fhr 30 str 60 life
But for the prefixes?
triple res? (pvm probably..., but pvp don't need much resist...)
200% def?
20 mana?

Usually crafted with 10 fcr, because otherwise String of Ears and Death's Belt.
But in any case (also for rares), the lvl req must be 30 or lower.
24 fhr is must, then the standards str and life
On Caster Belt mana is desired e.g. for ES sorc.
Res is not that important.

Note though that most melee pvp will use blood belts since that spawns with 5-10 open wounds. So these rare belts are very hard to sell.

You also need them to be ethereal with auto-repair so you have high def with the 200ed.
My timezone is CET/UTC+1.
But with repair, you can't have both 24 fhr 30 str 60 life

Because otherwise there is a unique item with things you can not get from rares for any build which is considered superior. Be it for skills and fcr from arach, damage reduction from verdungo's, piercing from Razortail, mf/ Gold from Gold wrap, lightning absorb from thundergods, ...
And these unique properties are better than the 24 fhr you can get from a rare Belt. 24 fhr you can get on 2 GCs.
Or is there an end game build where a rare belr is considered BIS?
