No. The benchmark is Hoto and Spirit Monarch, providing 75 fcr, 6 all skills and almost 75 all res.
That's very hard to beat, rare staffs can't keep up with this.
You can find orbs with 20 fcr, 2 all fire skills, 3 fire ball, and 2 open sockets. Those are worth something. But 99.9+% can stay on the Ground.

Heart of the Oak + Spirit give 5 all skill 
But the main point is right, it is very hard to a staff to beat them... (or even Eschuta's Temper/ Death's Fathom/ The Oculus + Spirit)

HA! I understood "almost" as in HOTO rolls res 30-40. Interpretations, fickle things
