To be more precise :
-> Coronets / Circlets / Tiaras / Diadems need pretty much always to have
2 skills (or 3 one tree) + 20 fcr OR 2 skills (or 3 one tree) + 2 os to have some value.
Indeed, pretty much anything else (stats, res, frw, leech...) can be found else where, should it be on ring, boots, charms...
Shako is huge because it gives 2 all skills (better than 2 to a class skill as it boosts also powers like CtA ones) AND a huge amount of life AND a huge amount of mana and costs pretty much nothing past the first days of ladder.
So apart from its terrible look, statswise, it is always better to go fo Shako than all Cirlets (... etc.) that have neither several OS nor fcr.
Exception (you always have one) is for Amazons that mostly do not TP, so they can enjoy 2 skills + 30 frw + Visio mod or 2 os, but javazons will most likely prefer a Griffon, Bowa can have a better time with Guillaume's Face or Andariel's Visage, etc... so even that case is not usually easy to solve.
On this one, I would be happy to sell it for a few pgems.

Not bad, but no value except to use it to level up - needs fcr to surpass Shako.

Well, Shako has neither frw nor all res. It also looks better than the green towel. 
But I agree that without fcr, the value is rather low. Somewhere between Ist and Jah, depending on what kind of buyer you find.
