With Burst of Speed you can reach the max ias breakpoint even without any ias on the weapon.
The Problem is they aren't ethereal and only have fools mod and 210% ed. That's not enough.
You can check maxroll's guide for blade assassin. They list alternatives as well as some good rare Scissors Suwayyah (look for gear options).
