Interesting, I was under the impression that people do use tri-res for LLD, but admittedly, I know little about PvP.

My guess is that lld chars fight on normal difficulty. So no much need for resistances...

No, because they aren't really relevant for LLD. There are a couple of builds that could benefit from these Boots in LLD. Mid-high lvl pvp would prefer these. Most common Boots for LLD are Cow Kings and Sanders, by a wide margin.

Lld char are hell grush so they have free 30 res from Anya quests. You can easily stack resistance from other pieces or use unique/set Boots (nat, Hotspur).
Good lld Boots need frw fhr rep dex ctc frosty etc

No, crafted items are rarely used in LLD since its very rare to have a craft roll with a level req of 30 or less. Even if you did manage to get one, the affixes that roll at those levels are not desirable. Sanders Boots are very common in melee lld because of the 40 frw and 100 AR. The dex and str are also very nice. Cow king Boots are also used by casters (dex for max block) and other zon bow builds (dex direct increase to damage).
