Since ever before resurrected I've never found it anymore. Is it that rare or no one wants it? Its elite base isn't it?

It's an Exceptional unique. Though it can have some uses, it's not best in slot so rarely used.
Main: Necromancer / Second: Assassin / Third: Amazon / Check my stash, my crafts and my many cheap Annihilus
I'll use it occasionally for the Teleport charges when leveling a character.
I'm willing to accept other forms of currency. Like Tokens, Keys, Perfect Gems, and certain minor runes in lieu of my asking price. I'm also willing to accept rune combinations that add up to my asking price.
A staff with Teleport charges has L24 requirement and can be bought from vendors, so It is the common choice for leveling.
I was gonna use it for "decep"
Some of my offline characters kept Spellsteel on swap for the Decrepify charges when fighting some bosses. Especially Baal.
My grail tracker is for offline SC. I also play offline HC and recently some occasional online SC NL.

Lawbringer (on swap or on Act 5 merc) worked better for me, at that level, to trigger Decrepify (mainly against bosses and physical immunes)

My sorc wasn't running up and whacking Diablo and Baal, and at that time her poor merc was likely not surviving the fight. They do P8 TZs now but they used to have a more difficult time.

I suggested PB Lawbringer because of its -30 base speed, never needs repair, and its level 15 decrep which has a duration that's 2.39 times longer (12.4 vs 5.2) than Spellsteel. That being said, whatever works for you is all that matters.
My sorc was just one example, but yeah I could have been clearer on what I was getting at. Sorry for the confusion, and thanks for the advice.
