Silence was one of the most powerful runewords when runewords were first introduced, but has since been overshadowed by most other options. It was a popular option for Bowazons, due to its reasonable damage and high resists, but most characters use other gear in the latest versions of Diablo.

Silence as a RW weapon for bows/xbows is an unorthodox yet fun alternative for a bowzon in my view. Not aimed at any build in particular, it can work for a phys dmg bowzon, but lacks the +skills for a frostmaiden or skills based Zon build. The most impressive stats on this RW is not the damage or combat stats, but rather the 75 res all and the 30% MF. The 200% ED is adequate, but definitely not endgame. Another unusual quirk of this weapon is the chance to cause monsters to flee. Thus, another possible use of this weapon is to equip it to the A1 rogue merc, instantly giving her high res all, MF, IAS, and hit causes flee. Overall, in a missile weapon, this RW is greatly overshadowed by Windforce, Faith, and Eaglehorn but is still a fun and unpopular alternative for bow builds. The stats on this weapon will never vary or roll, so if you got a spare Vex lying around, then go for it if you want a strange but effective RW bow. The best RW bases for this weapon are 6 socketed Hydra Bow and Crusader Bow, in order to take advantage of the -20 req from the Hel rune and high base damage of the RW base weapon.
This is also a decent pick for trap assassin's, since traps are Attack Speed Based. With the 75 All Resist on top of that it increases the possibility of being able to run Burst of Speed to increase the frame rate even further in hell difficulty. Its Mods are Also Useful for Blade Fury assassins as well.
As a bit of trivia, Silence has the highest Hit Blinds Target modifier of any item by a significant margin. To put into perspective how profoundly large the chance to blind is, a ranged attacker would need to be 79 levels lower than the defender for there to be any chance whatsoever of a successful attack not blinding the target. For melee weapons, there would need to be a level difference of 119 to provide any chance of failure.
Not a bad weapon but exists much better options. For a melee weapon, Death and Breath of the Dying, which use a Vex rune, grant much more damage. For a Caster Weapon, a Heart of the Oak, which also uses a Vex rune, grants +3 all Skils and 40% FCR, is a better option. Summary, a Silence weapon does much and nothing at the same time.
