It was "live" when D2R development was still active and there were PTRs, there hasn't been one since Jan/Feb 2023 or so when most of the D2R team left Blizz or were moved to D4 and other projects.
I think it's highly unlikely we see another PTR for D2R due to lack of any substantial patches that would warrant said PTRs.

Can't say I've had reason to actively check again recently but I seem to remember they simply never removed the option again after the last PTR. Merely shut down the PTR itself.
Hence it remaining selectable, the version remaining dated and there being no server to connect to if you did try it.
I def. remember trying it once or twice after said PTR was gone just for the hell of it and everything was still there/worked up until trying to connect to a non-existent server. So prob. still just the same thing.

Cooley did a video very recently sharing there is a rumor of potential actual updates. I really hope there is because I can't sustain this roller-coaster of emotions much longer!

Yea he released it in the last couple of days (I can't remember exactly when). Said he couldn't verify the rumor, but that material updates were allegedly happening.

Counter productive to update something that's disabled. And i was wondering why it appeared on the launcher when i never noticed it before.

They just got a Community Mgr to handle Immortal. I think it's a good sign and i take it as positivity in that sense to add more involvement in the franchise.

Not gonna lie, adding sunder-based balancing changes now, after requiring 6 full freakin' seasons of "feedback collection" as a delay would be even more sad than just not doing anything ever again.
(Still won't believe any of it until it happens tho ^^)

Yeah, I asked the BlizzTrack owner (Helba) why deprecated (that was the term used at the time, it was later changed to disabled) clients are updated and this is what they said (note that this was over 2 years ago almost to the day, 2022):
Theoretically it could be a beta, but given the circumstances that there's no known D2R team anymore (I don't trust this "Evan Campbell" random that I've never heard of and Google didn't bring anything up about him either) and Blizz is all hands on deck for the D4 expansion I'm not convinced that this isn't some hopium overdose (and this is coming from a guy that was huffing the hopium, I was a believer that they'd do patch 2.8 in the next season after the first non-patch season, but alas here we are three non-patches later). :')
I'm expecting that it's nothing but a cdn config/build change and that there'll continue to be no changes to D2R for the foreseeable future, if there does turn out to be a patch this upcoming season then I'll eat crow I suppose.

Yeah I tried pretty hard to find it, reverse image search, keyword (in quotes) search on Google with time restriction, etc. and nada. Seems the only place showing that clip is DarthMicrotransactions and a mention about said clip here from PezRadar: https://x.com/PezRadar/status/1818858786586869966
If it was on the internet at one point it might've been scrubbed or maybe only one or two people uploaded it or something and it's just buried on X somewhere. Alas, guess we'll see regardless.
