Filtering by tier (Normal) is broken

Steps to reproduce:
base/
Select "Utility" -> "Normal".

Expected:
Only normal items are shown.

Actual:
Normal items are shown together with other items with Normal speed, for example elite

Berserker Axe. Anything else to add:
Filtering should be by field, not by a big text description.

As a workaround use the instant search and search for "normal base"
