For lightning sorc Griffon's Eye is the goal and low griffon is Vex/Ohm. So for this I would guess ~Ist. Would be better with 2os (for facets), mana (for Energy Shield) and high lightning res (because of sunder).
I don't know if there is a market for lld items in hc. For lld this might be worth more.
Charsi, LLD needs 2os since Magic +2sk / 20fcr /2os is 10x better and its super comonn, if this had 2os it would be valuble, wihtout it worth nothing, and for high lvl Griffon is always used
