Fortunately, we have identified the quick solution for Pez and the Devs to remedy this ahead of Season 3 and we hope that they take notice.

Well that's just..expectedly dumb of an oversight.
Also once again a true testament to their internal testing. I guess even shifting in and out of form just once on what is a shapeshifter runeword is expecting too much.

Really no other way to state it - you eloquently nailed it. The "oh, but it is just PTR" argument doesn't hold weight - don't you want us to fully vet and push the game play experience to its capacity ahead of pushing live to production?
The sequencing is definitely a tad arduous - at least the marks are 3 minutes...
There is of course the PVP element to this - quite possible this was some of their angle, but if so, it still needs some minor adjustments.
The big open question remains which is, did they really want to make this "Druid Only", and if not, why fully "gate" all skills non-normal attacks (think other Melee characters).
