Hey, you can do the check yourself for any blue, White or
Gold item.

Go to Price check, type the name of the item in the bar, wait for a second for the auto check and you'll get it. ;)

Here it gives... nothing ^^

One step below for the light damage gives this though :
pricecheck.php?item=arcing%20small%20ch ... 20&other=1

The main issue is that almost no one cares of added elemental damage, so basically your SC is worth... a SC of inertia. Not bad, but not great.

Super rare. This charm is at the same level of a +45 life GC making it can only be dropped by 3 monsters before TZ.
