Question about ctc procs

Does +%skill damage and/or -enemy res from items work with ctc procs?
I was wondering if fire facets would work with a

Fissure proc build or not.

Earth Shifter, synergizing the

Fissure proc. Thought of Flickering Flame with +3 Fury, and 4os armor with like 3 fire facets and 1 ias jewel, maybe 2 and 2, will have to test it cause there's no speed calc.
