I personally always use manaleech for java, spamming manapots and keeping them up take nerves and time when picking every pot. With pretty much perfect gear and max resists I use Silkweave+dual leech ring. No need to worry about mana at all. Some would disagree, but you can try out and see how it feels.
I don't understand all the Treachery hype. Sure, 40% IAS is nice, but you'd run out of javelins that way ;D, so i'd rather hit like a truck.
I myself am using Peace on Archon Armor.
Other than that i'd get Eth Titans and upgrade them (for higher single target damage).
Razortail was already mentioned.
Get some Spear & jav skillers too.
Also check your merc gear. On mine I'm using Vampire Gaze, Insight and duriels.

Though not "cheap", I personally like to add some MF in my javazon gear. I use Skullder's Ire body armor, Harlequin Crest " Shako" with a Perfect Topaz.
+1 Javelin skills Grand Charms are a good addition too.
Eventually maybe upgrade your gloves to +2/20, and Highlord's Wrath

Your damage will not depend on physical portion of weapon damage so non- Eth Titans are better for the quick repairs between games.
Gore riders are your lowest lying fruit at the moment. You can check here but iirc, they now sell for low runes or pgs.
Also cheap but possibly annoying to procure are your 2/20 or 3/20 gloves, which can literally be bought from Charsi. Annoying is the operative word here. Tip: make a cow portal next to Charsi for quick refresh.
After that I would start looking to your weapons: a pair of Eth titans can cost between 2 Mal to 2 Gul or even Ohm depending on the ED. Once you do that, you can upgrade them for Pul and your LF damage will now have a good physical supplement (up to half the damage can come from the physical). I use upped Eth titans and I kill Gloams with Lightning Fury. Dealing meaningful physical damage also means meaningful life and mana leech. I play cow runs and I do not repair nor drink pots. This is possible because I use a pair of upped Eth titans on rotation with 7% mana leech.

Playing a non elite Java myself, I like my Peace armor.
As I don't want to spend that much strength yet, I go with a Exceptional Bone Shield with Rhyme.
I think your best bet would be to try Peace, find 3/20 gloves and 2 Java skiller.

Razortail is the lowest hanging fruit for the benefits of Pierce. I don't suggest Highlord's Wrath or Gore Rider because the bulk of your damage is lightning and not physical. Stick with Cat's Eye because the run/walk and consider Sandstorm Trek for the FHR. This will be important if you eventually use Enigma as it'll help you tele to safety.
I can also recommend Lionheart as armor if you have 30 IAS. Its cheap, it gives alot of strength, dex, mana, enhanced damage and life, as well as 30 all res which i find hard to get with javazon. With it my resistences are around 50 and i have nearly 2k life.
