Lol its +192 def so 249 total. So its barely useable 
Don't think a PC is necessary as long as you keep the auction open for 2-3 days. But I'd guess 3-5 Bers

260 total i believe is the max. and +200 additional def is the max.
With that being said, I've been on the lookout for a 20/15 for a few days now. and it seems to me that it can start from 4x Ber ~ 7x Ber. I've seen quiet many getting sold out for 4~5 Ber ranges for 20/15 and haven't seen one getting sold out for 7x Ber but have seen the listing of it.

Wouldn't recommend selling it to anyone who PMs you. Chances are, they are doing it because they are afraid of being outbid if you auction it. Not always though, but you have to be sharp on prices.
