Original info from Blizzcon last year follows:Update as of December 2021 Blizz are planning to make a balance changes pass on every class in the game in the upcoming 2.4 patch (before the ladder season begins). This has been confirmed in the latest dev update found here.
No. Very clearly there will be no changes to skills, stats, drops etc. However, other QoL and mechanical changes to the game have occurred since the initial announcement.

And what we're doing is trying to take any of the rough edges you see: compatibility issues, resolution issues, and obviously the art - improving the art as well... all these kind of things you come to know from a remaster but still very much maintaining what the game is.

They are very clear on this and thank goodness for that. The question remains when is something 'new' a QoL upgrade or something immersion-breaking? What about PvP balance?
