But there are a few exceptions, diablo's red lightning hose is the most prominent one.
It deals 42-52 light damage every 3 frames. (In hell)
Think about what mdr 13 does to that.

isnt it that mdr is especially viable for sorceress, because of Energy Shield? at high levels of ES and high MDR, you wont get any dmg to your hp
