First one has some value. Too bad all res rolled lowest (3) but FCR / AR with life steal is a cool combo.
My bet would be around Ohm.
Second one is much less interesting. Sure you have super AR (normal AR + affix that also gives light radius) but MF is rolled low (up to 15), life roll is poor (could be 40) and PRes is the least looked after res even if some E-shield sorcs could enjoy it. Around Pul- Um would say.

I agree the first ring is better. Ohm seems high, but maybe? I'm having trouble selling similar rings, but that might be my own bad luck.
A note on the max values, life can go up to 40, and MF can go up to 25% on a rare ring--but it uses 2 of the 6 possible affixes to get above 15%. So a higher MF roll is actually not great because it could be viewed as a wasted affix.
