Can be used to make Runewords:
You could be at +4 or +5 on skills instead of 2 and ED is super low.

The real question is: does the +lightning dmg increase the dmg of Lightning Fury or only the throw dmg?
I don't think so but if it does, the Javelin can be valuable.

I personally rate this stronger Than titans because of the lighting dmg (if you use griffons this dmg is even greater) and the 40ias.
I don’t think that the base dmg is that important since you’re dealing lighting dmg as a main source

Just tested a similar one.
The +lightning dmg added nothing to the dmg of Lightning Fury so no value.
