Seems similar to Mara's Kaleidoscope for me. Lower res but more stat points. One disadvantage is it doesn't help for Call To Arms like Mara's Kaleidoscope does. I would say ~ Ist.
Mara's can be used by any class while the amu is only useful for sorc.
Sorc has other options:
Ist is a fair price for me but be patient selling your amu.

Yeah, i thought it could maybe be useful for a sorc aiming for maxblock... if it only had 10fcr instead of the Half freeze... ^^
Most sorc builds don't go for maxblock.
Sorc need more than 200 dex using Stormshield socketed with Eld.
