Can I still make old ladder only runewords once the first ladder season starts?

With D2R everyone was able to make all runewords including the previously ladder only ones (e.g. Insight). Will that still be the case once the first ladder starts and only the new ones introduced with 2.4 are ladder exclusive or will all runewords currently marked as ladder only in the database be ladder exclusive?

There is one exception: tweaked existing runewords (such as Insight in missile weapons and Infinity, Obedience and Pride in spears) are also available on non-ladder.
If the devs wanted them to work in old item types on NLD and LD, but in new ones on LD only, they'd have to duplicate the runeword entries.
