If you're going for straight up damage, yes.
Many (most?) sorcs, especially the cold ones, tend to wanna chain-farm more than anything else though. For that, you typically have more than enough dmg either way and 3-piece Tal's makes for a solid and relatively cheap MF choice.

- Clear optimized farming route of choice as fast as possible
- Make new game
- Do same thing
- Mindlessly repeat the same process over and over and over again
