Are there
Terror
zones in SP offline?
I only caught ladder action…
Or in general what are the implications for single player in this patch?

Nope. Ladder, non-ladder but no singleplayer.

So far, no significant implications.
Theoretically, sunder charms would be enabled for SP as well come season 2 but since they only drop in
Terror
zones I guess they'll never actually be found in SP.

So yeah, nothing beyond the various smaller tweaks/bug fixes.

I assume Sunder charms are this ladder's new item addition, instead of new Runewords. They'll probably migrate over to non-ladder (and I expect single player as well) when ladder 2 ends...

Since the terror zones are only available online, the single player only had the bug fixes.

Ladder and single-player tends to have the same additions (well, based on all of 1 season so far). That's why all of the S1 runewords have been available in SP all season long already.

Sunder is different in that they specifically exclusively drop in
Terror
zones so it isn't a matter of post-season item moving but of making
Terror
zones as a whole available in SP. I'd assume (and kind of hope) that will happen eventually and whenever that is, sunder charms should also hit SP along with the
Terror
zones.
