I found this necro amulet but I don't know if it's worth something or is it good? I think it's good but still don't know how much I can ask for it. Any help would be appreciated.

Can be used to make Runewords:
It's not bad either for levelling, or specifically for one context : Low Level Duelling (LLD) as its level req is below 30.
However, none of the usual "pricers" here do LLD so we are not very knowledgeable about this.
As for anything endgame, you want +2 to all skills or +3 to a specific tree.
