I see some being sold without sockets so I'm curious... Do people buy those without first knowing number of sockets? I can't imagine buying those for HR and crossing fingers visiting Larzuk.
Mine dropped in a 93 TZ so it will be 6 sockets. Since we only have 3 chances per char, and I don't feel like starting a new char at this point, I'd like to save it for later.

You don't cross your fingers for Larzuk. He gives you the max number of sockets every time.
You only cross your fingers if you need less than the max number and hence use the cube recipe.

OP didn't do this, but buyers won't know if the item was of low-quality/cracked and then repaired brining its ilevel = 1. Making its max sockets = 3.
OP you need to look at the value of a socket quest and the value of your War Pike at 6os. If the difference between the sale price with 0os and 6os is greater than the value of your socket quest, then it is worth socketing.

If item is superior or ethereal or have high level staff modes (any one that requires ilvl 2+), it is not result of Recipe: Normal Quality Weapon of Same Type or Recipe: Normal Quality Armor of Same Type 
That said... if item is Exceptional or Normal (ie. non-Elite), it may be dropped with lower ilvl than the ilvl required for the "max socket possible for the item", and it is not possible to see the ilvl of the item

Exactly this. And I have equally never suffered the consequences. I.e. never encountered anyone doing it.
As i said above as it is superior (or ethereal), it is not result of the recipe, and as it is elile it has high ilvlv and Larzuk will give 6 sockets for it.
IMO players that would pay high for it know that and will buy it without sockets (I already sold ethereal War Pike - no sockets - a couple of times, and bought a no socket Archon Staff with +X to Hydra to do an Obsession recently too )
