Not true. 4 facets in this will beat HOTO for raw damage. 20light skill dmg plus -20enemy light res is more beneficial than that single missing point into FOH. FoH has a casting delay so the FCR of hoto makes no difference for this skill. It will matter for Teleport though (obviously).

It's weird, a War Scepter is labeled as a Mace and Maces should work for Hoto. But they don't...
Yeah, Diablo II is a bit all over the place with how they name things. Examples include 'maces' for runewords being Mace, morningstar, and Flail, while Mace Mastery works with all blunt weapons (like Ribcracker), or 'magic damage' sometimes meaning magic and elemental (for 'magic damage reduced by x'), and other times just magic (like the magic absorb on Spirit). I'd have preferred if they'd come up with a different name, like 'spectral' or 'arcane' for this sort of damage.
Specifically regarding maces and other blunt weapons, there are several classes and subclasses. First is 'weapon', then 'melee weapon' as a subclass. Then we have 'blunt weapon' as a subclass of that, with four subclasses: 'Mace', 'Club', 'hammer', and 'rod'. The latter has yet more subclasses: 'Scepter', 'staff', and 'Wand'. It's interesting to note that sorceress orbs are not rods (they're not even melee weapons), meaning the only runewords currently available for them are Venom and Mania (previously Hustle), neither of which screams 'Caster Weapon'.
So close... but at least I now have found a "godly" item
