Someone on reddit datamined latent sunder charm drops. Here they are in all their glory.
Level 1 Herald:
p1–2: 0.3677% (~1 in 272)
p3–4: 0.7326% (~1 in 136.5)
p5–6: 1.0950% (~1 in 91.3)
p7–8: 1.4545% (~1 in 68.8)
Level 5 Herald (3x drop rate of Level 1):
p1–2: 1.0949% (~1 in 91.3)
p3–4: 2.1659% (~1 in 46.2)
p5–6: 3.2139% (~1 in 31.1)
p7–8: 4.2388% (~1 in 23.6)
If a Sunder drops this is the likelihood:
• Cold 29.70%
• Fire 29.70%
• Lightning 19.80%
• Poison 11.88%

They are literally exactly the same drop rates as before; they are unchanged and they do not scale via Herald tiers. Yes, Herald Tier4/5's drop more items, but that has nothing to do with the change in Sunder drop rates themselves.
The only thing that was adjusted was the Token of the Ire an the Conversion to Herald Spawn. The 2% and 1% respectively.
So if anything, yes, they could adjust the drop rates on the Sunder table which continues to have a high NoDrop, or they adjust the front-end gating.
Me and a few guys were the first to figure out where the data was hidden in regards to Ire of the Herald and Spawn rates. This is why I made this short on it also calling out that Sunder drop rates are mirrored from D2R Legacy as well:

If you get a PM offer, post it in the trade. Promote healthy competition instead of settling for less. 
I still don´t get why they erased the "old" Sunder Charms. To preserve them would have hurt nobody because you still can go "back" and farm them (I would be OK with the current drop rate of the new ones because they are simply icing on the cake for "dedicated fulltime gamers"
). It only makes it more annoying because you have to have Chars in both worlds and then convert etc....

Exactly what happens now. That's what you get when you get advices from yt divas having a personnal agenda.
What annoys me the most is we still don't have official patch notes, we have to relay on players to datamine stuff. Basically we paid without knowing, and we happily paid.
I don't know about USA, but in my country it's illegal to sell anything without full information. People will tell me "dude chill it's only a game", wrong, it's a service you're paying to a compagny recently bought for 70 billions usd.
So yeah, stash management is nice, no need for so many mules, great.
The rest is "meh" at best, at worst, a reason to never play again.

If you don't like it, then don't play it. You're just whining because your casual itch for instant gratification can't be scratched. Game is perfectly playable without new sunder charms (i've been killing lvl 5 heralds with my blizz sorc with "old" sunder, albeit somewhat slowly and carefully).
It's like complaining that Griffon's are hard to get - maybe due to how powerful they are, they are meant to be farmed, and not everyone has to have one immediately, but put in some work?
D2 was never intended for casuals in that matter - if you wanted the best items, you had to put in tens of hours in game and hope that the luck is on your side. As I already said: I have no problem with the rarity of the new Sunder Charms in Principle. But try to remove your current "old" Sunder Charm and then do TZs (especially a complete TZ act). Exactly my thought. Start in LoD, use old Andy drop rate to farm, get your Sunder and then convert to RotW. Same is going on with Dclone right now.
They spawn him in Expansion mode and convert the Annis to RotW for making high profits.
So, RotW ladder players will never see a DClone spawn again. What a colossal mess.

Why don't you get your own medecine for yourself ? Go mod D2 for abysmal drops on a private server if you like it so much. Always the same answer "go try something else if you don't like it" ... DUh Sherlock it is exactly what i will do .. seriously, try with something innovant.
But keep assuming i'm a casual player with no game knowledge. Anyone i helped/traded/played with will tell you otherwise.

I will add this : did your gaming experience improved with this DLC ? Mine certainly not.
Having the option of creating a ladder character in LoD and after farming sunders switching to RotW makes absolutely zero sense, why would they change the way of obtaining sunders if you can still go back and get them like 10 times easier than in the latest expansion.

Sounds like newblizz poked a gun on your back, yelling "buy me buy me or else!" and you obliged...even if u didn't like it...
make no mistake, if you generalized "we" you lumped all of us in ....i didn't consent to that..so don't generalize "we" and claim to speak for "us".
I don't have to get my own medicine, because I like the expansion, and my experience did improve - even with the idea that I may never get the new sunder charm, and some elements of the expansion could be refined more. Yes, changelog for RotW would be nice. Yes, sunder charms could drop more. Yes, warlock is OP. Yes, in general there's a plenty of things to balance and polish. HOWEVER - I like the fact that the game finally got some new content, and I'm totally fine with that I may never get to experience the whole of it. I will reiterate: if DLC is all that terrible for you, no one is forcing you to play it - instead of bitching about it you still can just play "good old LoD" without the expansion, if you hate the changes so much.
