Well then, I was always able to join friends' games from within my games or lobby, both having the friend list joining allowed. Across regions too.
But more often than not neither can join the other's game. Only through invites.
Anyone else?

I'm having this issue too when I have show items set to toggle. It used to not be like this. Blizzard please fix this problem asap! Yes - and Blizzard has confirmed this as a bug.
