Are you sure you didn’t take damage at the same time (which nullified some of the healing), and that you didn’t actually drink a regular Rejuvenation Potion (which heals 35%, if I recall correctly)? Regular rejuvs can sneakily make it into your Belt if you accidentally click on one on the Ground while there’s free spade in your Belt. Not in regards to the preview thing, i don't keep track of that.
But, several times, i've used a full rejuv potion aaaand i appear to only heal 1/3 to 2/3 of the missing HP.
