The b.net launcher has a bunch of "sub-pages" so to speak. What you're looking at (top) is the home page with the usual blizzard "buy more of our bad new stuff plz!" spam.
In order to get the game-specific region switch icon (or game specific settings in general), you do need to head to the launcher page for that particular game (as you did for the bottom).
You can either do that by hitting the game icon in the favorites bar or by navigating through the "games" section at the top, finding D2:R that way.
It seems to me that your main problem/culprit here is that you always end up with the home page after restarting.
That's avoidable:
- Open the b.net app settings
- Under the "App" tab, find "on startup, view"
- Change that from "home page" to "last viewed game page"

Thanks for the tip! I was not aware of that setting existence. Hopefully it's gonna work as intended after making that setting change.
