PvP comes with all sorts of (in many cases just silly) rules in an effort to "balance things".
And when I say silly, I mean ridiculously dumb, unnecessary an nonsensical. As in..you have rule sets banning entire builds or even entire classes from participating at all. Probably largely because whomever is in the decision making got their ass handed to them over and over by a subsequently banned class (as with most things in life rly). Hell.. if you're a druid, many (most? all by now?) rule sets are to the point of dictating your entire build down to the last skill point.
Given, some rules make perfect sense and are needed for balancing purposes as the game itself is far from it, especially in pvp. But a lot of them remain rather daft. They also differ massively from what it was 20 years ago (which to me seemed far more balanced while still allowing for far more variety than today...loved proper PvP in the olden days!), despite rather little change in the game itself. Today's common rules very obviously and heavily favor certain builds.
Honestly kinda glad idgaf about it anymore today. ^^
Barb v Barb specifically is subject to a crapton of bonus rules to...well, feels like to ensure it becomes nothing but "hold down button on each other until he who spent more $$$ on slightly better rolls with the exact same only-efficient-allowed-gear wins". Whatever floats their boat I suppose.
