No, Blizzard in a stroke of brilliance decided that
Amplify Damage
and
Decrepify
should continue to work at full effect vs sundered enemies even after they made the change for
Cold Mastery
. Maybe it was because there are no other ways to reduce physical resistance (no -X% to enemy physical resistance items), maybe they just forgot about these curses, who knows? :)
But to break immunity (if you have no sunder) do
Amplify Damage
and
Decrepify
work at 1/5 or at full?
(ie.
Amplify Damage
will break up to 119% or up to 199% physical resistance?)

All of the "immunity breakers" work at 1/5th against immune monsters. Doesn't matter whether you're looking at elemental, poison, physical, whatever.

Exceptions only come into play with sunders which created a special treatment for the physical ones, allowing them to work fully on prior immunes. Without a sunder though, the same old 1/5th rules apply.
Technically,
Cold Mastery
also now became an exception from the norm (albeit the opposite norm), seeing how it isn't an immunity breaker but still only works at 1/5 when using a sunder to break. That's what you get for mass-QQ about blizzard being too strong without ever looking at true endgame builds.
