Not bad... but not crazy. ED / Stamina are worth nothing, mana is too low.
Max FHR, high STR, high life though are good, but not enough to make the whole lot really valuable; especially compared to a Caster Belt that also adds FCR.
Would say a mid rune like Lem or some pgems.
