ilvl is always determined by the monster that dropped the item. So yes, items dropped in a TZ will have the ilvl of the TZ itself. Except for items dropped by champions and uniques, who has an even higher level (+2 and +3, respectively), and therefore drop items of higher ilvl than the TZ.
An item with a high ilvl may still roll with crappy/low affixes - ilvl just determines which affixes are possible. A high ilvl does not guarantee a good roll. The level requirement of the item is based on the affixes that were rolled, so a high ilvl item with crappy/low affixes will have a low level requirement.
There is no way to see on an item which ilvl it dropped with, but you can know the ilvl by knowing (A) which monster dropped it, (B) if it was from a normal monster, champion, unique, super unique or boss , (B) in which area, and (C) if the area was TZ at the time of the drop.

Any Terror zone (alvl = clvl +2) gc if game creator's level is 89+ is infinitely rerollable as previously Diablo, Baal and Nihlathak's were to get a 45+ life suffix (level 91 affix).
As for the iLvl, it's generally equal to aLvl, except for Champions (aLvl +1) and Uniques (aLvl +2)
