War Axe is only the normal base item, ias could be 40%, poison damage is pretty low and poison resist is also bad. IMHO it's just Charsifood.
i was thinking base can be upgrade. Assuming this is Zerk, would that make a difference? or missing something to make it legit good?

You're right you can upgrade it but that would probably cost more then you can get for it. Especially since there are also some good and cheap runewords like Oath or Unbending Will.
Twice upgraded it makes a very good base ( Berserker Axe) but indeed unlikely to find a buyer. Still it's a decent rare.
Main: Necromancer / Second: Assassin / Third: Amazon / Check my stash, my crafts and my many cheap Annihilus
you need 350 ED + and this would be legendary, think it could have rolled it too
