Not really. If it had 20 FCR then yes. Some paladin builds that require exactly 20FCR to reach the highest 125 FCR breakpoint. Anything below that drops the price drastically. 
@louner afaik rare amulets can only have +10% fcr.

Just chiming in to confirm @atari's comment: Rare amulets can only get the Apprentice affix (10% FCR).
On the other hand, the AllRes could have rolled as high as 11%, with additional specific res up to 40%.
3 affixes out of a max 6. I would not rate as high as Mal, I think, except from the right buyer. Maybe more like Lem - Um?
