Yes and no.

The lightning damage isn't affected for either of them.
However, both Fury and charged have a physical component as well which does go up with the
Eth
bonus and as a result not only does more damage but also (noticeably) improves your life/mana leech.

Do note that that physical component only applies to primary targets and not the ones hit by the charged
Bolts
released or the lightning shooting out. For
Charged Strike
, that's only the target you actually stab. For Fury, that's any target hit by your physical projectile (so 1 or more targets in a line, depending on your
Pierce
).
