Jewel 15% IAS 15 max dmg

usually, 15 Max jewel used in low level duel or low level character rush weapon. 15% ias make it higher for level require so kinda ruin the propose of it.

And yet 15 IAS is still desirable for mercs, in which case the +dmg only makes it more valuable!

Not that I know the value of a 15%ias jewel (except to dear Ahsab!)...

For a bowazon a 15ias/15max jewel is better then a 15ias/40ed jewel. Most of the time once you have 'Faith' and 'Fortitude', the numbers favor more max damage.
